"You'll Lose Presidency If You Bank On Deep State": Mutahi Ngunyi Cautions Raila

The oncoming political duel at the presidential level will arguably be tough, given that the incumbent has thrown his weight behind the opposition leader. 

President Uhuru Kenyatta has declared his support for ODM leader Raila Odinga, sidelining his deputy William Ruto who also eyes the top seat. 

Uhuru and Ruto, while seeking the presidency in 2013, vowed to partner and help each other occupy the top seat for at least ten years each. 

However, the deal was dropped like a hot potato as the two parties followed their different paths, especially after the 2018 political truce between Raila and Uhuru.

Ruto has now embarked on his presidential ambitions and is drumming support for his bid without the backing of the state.

Even with Uhuru's backing, the win in the August presidential vote is not a guarantee for the ODM chief. 

Political analyst Mutahi Ngunyi opines that Raila ought to work twice as hard as he did in the previous elections to be assured of the lead in the oncoming contest.

He stated that it would be politically detrimental to Raila if he chooses to work with the deep state at the expense of him activating the bases that have been assuring him the constant 44 per cent of the presidential votes in the past three elections. 

The analyst argued that the deep state should only come out to bolster Raila's bid after he has himself set the ball rolling.

"To our friend Raila Odinga, we want to give him counsel. If he will rely on the deep state to win this election then he will fail dismally and we will not forgive him for this failure," he said.

The deep state has been defined as a body of influential individuals believed to be involved in the secret manipulation or control of a government's policies. 

According to him, the deep state has no bearing on the outcome of such a vote and can only come in to offer support, adding that it should not be solely depended on to deliver victory.

He drew instances from the recent by-elections in which the inconsequential deep state's hands were felt but could not bring forth the respective victories. 

Ngunyi observed that the contest would favour Raila, but he ought to hit the ground and "work twice as hard" to secure his imminent win without banking on the deep state. 

He also referenced the 2002 general election in which the deep state fronted its candidate but lost to the then anti-governmnet protagonists led by Raila himself and retired president Mwai Kibaki.

"2002 was the most fervent election we had. People sang "yote yawezekana bila Moi"...and elections history show 2002 recorded the lowest voter turnout ever at 55%," he said.

"The deep state will disappoint him and he will lose an election that was his. Evidence is in the recent by-elections. Kiambaa was handled by the deep state and we lost. Juja in Kiambu and I'm sure the president must have been miffed and the several MCA by-elections that were lost," added Ngunyi. 

Terming it a bunch of "heroic failures", Ngunyi said the deep state would fail Raila the way they almost did to Uhuru in 2017. According to him, the faceless individuals were the ones responsible for the nullification of Uhuru's re-election by the Supreme Court, then under the stewardship of chief justice emeritus David Maraga.
