Governor Abdulswamad Nassir Pledges On Solving Public Transport Challenges

Matatu, tuktuk and bodaboda operators have played a critical role in the provision of mass public transport in Mombasa. However, the sector has faced various challenges as a result of poor regulation.

Our government will formalize a working relationship with public transport providers with a view to improving safety, adhering to traffic rules and reducing crime. I have worked closely in the past with the public transport providers. You will recall that I petitioned Parliament during the covid lockdown to reopen PSV services as a matter priority because it’s clear to me the role that they play in the smooth functioning of our economy.

Moving forward, as part of my Rapid Results Initiative, I will tackle traffic congestion in the city by commissioning the construction of a Mombasa Grand Marshalling Yard to manage queuing of long distance trucks working at the port. This yard will serve to reduce unnecessary traffic, provide a central platform for the collection of cess tax for the county and provide drivers with dignified amenities while on the job.

Our government will further invest in the development of requisite infrastructure and services within the county both through the county budget and through public private partnerships. Kenya Vision 2030 identifies infrastructure as one of the key foundations to support the three pillars of development: economic, social and political. The Vision aspires for a city county firmly interconnected with the rest of the country through a network of roads, railways, ports, airports, water ways and telecommunications.

It acknowledges the central role that infrastructure plays towards better livelihoods and security as well as providing an enabling environment that is critical for doing business and thus accelerating socio-economic growth. Our government will in the long term partner with the National Government and private sector to invest in a Bus Rapid Transit system for Mombasa County.

As a Member of Parliament, I invested in infrastructure refurbishment (gentrification) through a street lighting program and investing in the road network as Patron of KERRA in Kaa Chonjo and Bandarini informal settlements. This resulted in the improvement of livelihoods of residents in an area that was once considered derelict. I plan to expand and widen the reach of this gentrification program.

OUR GOVERNMENT SHALL

• Promote sustainable, efficient and safe water transport by setting up appropriate landing sites to facilitate private water transportation;

• Review the rates of municipal parking tickets for public service vehicles;

• Create designated stages for public service vehicles to allow the smooth pick up and drop off of passengers;

• Create a fund for training and licensing public service vehicle drivers in conjunction with the National Transport and Safety Authority (NTSA).
